Relocation incentive programs are opportunities that certain cities and states offer to new residents. They provide financial incentives, training programs, moving assistance, and more to encourage you to move there. These programs attract new workers, including remote employees, enticing them to settle in the area.

States have long used economic development incentives, such as tax abatements, grants, and training programs, to encourage certain businesses to relocate there or keep their operations inside state lines. Now, states and municipalities are using more individualized economic incentives to entice both new and remote workers to relocate to their small towns and urban areas on either a short-term or permanent basis.


Which States Will Pay You to Move There?

Fortunately, several U.S. states are offering financial incentives to encourage people to move there, giving you a wide range of options for your next relocation. Alabama

Often referred to as the “Heart of Dixie,” Alabama offers a rich blend of history, culture, and natural beauty. The state is home to numerous museums and landmarks dedicated to the Civil Rights Movement, beautiful beaches along the Gulf Shores, and one of the largest Shakespeare festivals in the country. If you’re looking to move out of state, there’s one Alabama region that will pay you to relocate there.

The Shoals – $10,000

The Shoals, in northwestern Alabama, is surrounded by numerous lakes and hiking trails. In addition, it’s near the birthplace of Helen Keller and offers a variety of outdoor recreational activities. Notably, you will receive a cash incentive of $10,000 throughout your first year in The Shoals.

  • Have a minimum annual income of $52,000.
  • Able to move within 6 months.
  • Full-time remote employment or self-employment outside Colbert and Lauderdale counties.
  • 18+ and eligible to work in the U.S.

Alaska – Annual Dividends Starting at $1,000

Interestingly, Alaska is one of only nine states with no income tax and one of five states with no state sales tax. If you’re considering moving out of state, Alaska’s annual incentive program is a huge upside. Residents receive annual incentives for life, courtesy of the Alaska Permanent Fund Dividend. Dividends vary by year based on a few factors, such as the number of applicants. As of September 2024, the PFD dividend amount is $1,702. In addition, the city of Ketchikan offers Gigabit Fiber Optic Internet, with up to 3 months free along with this annual incentive.

The two factors that ultimately determine what every single Alaskan will receive each year is based on the number of applicants (you must apply each year for the PFD but more on that later) and the amount of money in the Permanent Fund itself. There have been government stimulus checks, pandemic payments, and other rare occasions where the PFD was supplemented by other means but this is infrequent. For example, in 2022 the PFD amount was $2,622 along with a rare additional $662 energy rebate making for a $3,284 total payout.

  • You must have been a resident of Alaska for the entire calendar year preceding your application.
  • You must intend to remain an Alaskan resident indefinitely.

Arkansas

Arkansas borders the Mississippi River and is filled with amazing wilderness areas such as mountains, hot springs, and caves. The state’s economy thrived in 2024 and is on track to continue its upward trend. There are a few cities with active programs that will pay you to move there.

Fort Smith – $11,000+

Fort Smith, located in Western Arkansas, is the third-largest city in the state. It is a hub for business for the ever-growing population in the area. They are currently offering to pay new residents to move here, starting at $11,000. This program is specifically for remote workers who meet certain eligibility requirements.

  • Are 18 years or older.

Texarkana – $5,000 + Other Perks Valued at $18,100

Texarkana is another city in Arkansas with an excellent relocation incentive. Located near the Texan border, it has an affordable cost of living, a growing job market, and extensive outdoor recreation. This city will pay you $5,000 cash to move here, along with a 25% tuition discount at Texas A&M Texarkana, and many other incentives. When combined, these are valued at $18,100.

West Memphis – $10,000

West Memphis is a charming small town located along the Big River Trail. It is currently offering to pay $10,000 cash for remote workers purchasing a home, or $5,000 cash if renting.

  • Earn at least $100,000 annually.
  • Are 18 years or older.
  • Currently reside outside of West Memphis, AR.

Columbus – $10,000

Columbus is currently the only Georgian city that will pay you to move there. Their extensive incentive package includes a $5,000 cash incentive that is split into two parts. Applicants receive half of this amount with proof of residency, and the other half after a year of residency.

  • Employed full-time and able to relocate while retaining current position.
  • Earn at least $75,000 annually from a single income source.
  • Live at least 75 miles outside the city limits of Columbus at the time of application for the program.
  • Must relocate primary residence to Muscogee County, GA within 6 months.
  • At least 18 years old and a U.S. citizen or otherwise legally allowed to live and work in the country.

Illinois

Known as the Prairie State, Illinois borders Indiana and the Mississippi River. It is surrounded by rolling hills, open farmland, and forests. Currently, one city in the state offers a relocation incentive.

Grafton – Free Plot of Land

Grafton is the oldest city in Jersey County. Set between two of the nation’s largest rivers, it’s the epitome of a real American river town. Surrounded by calming bodies of water, it’s a great place to relax. If this isn’t your vibe, it also has a bustling downtown district. Notably, their incentives include a free one-third acre plot of land for you to build a house in the Grafton Hills neighborhood.

Indiana

The state features charming small towns and vibrant cities, like Indianapolis. With a growing economy, Indiana provides relocation incentives to attract new residents.

Indiana has been one of the most ambitious states when it comes to enticing a new wave of workers with financial relocation packages and perks. Dozens of cities and regions have an incentive package in place, according to MakeMyMove, and as of 2023, some 340 households have relocated to Indiana through the platform.

There are over 60 cities and counties that will pay you to move there, with most recruiting remote workers. Here are some of the most attractive options:

Noblesville – $5,000 + Other Perks Valued at $15,000

The city of Noblesville is currently offering an incentive package that includes a $5,000 relocation grant, a $500 wellness stipend, year-long memberships for several organizations, and much more. The complete package has a value of $15,000. Noblesville is looking specifically for remote workers to apply, with some requirements.

  • Earn at least $80,000 annually.
  • Are a U.S. citizen.
  • Are 18 years or older.
  • Currently reside outside the state of Indiana.

New Albany and Floyd County – $5,000 + Other Perks Valued at $15,000

These two areas of Indiana are offering a generous relocation incentive, with a focus on remote workers. Their packages include $5,000 cash, a $5,000 longevity bonus or business start-up grant, and a 5-year dual co-working space membership.

Perry County is home to the Hoosier National Forest and a community of 20,000 residents. It is offering prospective residents $7,000 for relocation, 3 months of free internet and a waived installation fee, a year-long gym membership, and much more. Everything included, this package has a value of $9,200.

Located just over an hour northeast of Indianapolis, Muncie sits in Delaware County. It serves as the regional trading center for its surrounding agricultural community. Currently, their incentives plan will pay you $5,000 cash to move to their city. In addition, they offer access to a co-working space courtesy of The Innovation Connector, Access to the Ball State University library, and a Help Desk for connecting you to local resources.

Iowa is known for its low cost of living and friendly communities. The state boasts beautiful rural landscapes and vibrant cities like Des Moines. There are 3 communities in Iowa offering relocation incentives to encourage new residents to settle in.

Bloomfield – Tax Abatement Incentives Up to $10,000

Bloomfield is located in Davis County in the southeastern part of Iowa. Not only does the area offer spacious farmland and a tight-knit local community, but it’s also home to the Country and Old Time Music Festival. Notably, their program offers movers tax abatement incentives up to $10,000 if you build a home here.

Eligibility

  • The property must be built within Bloomfield city limits.
  • The incentive does not apply to additions, remodeling, or construction of accessory buildings/uses.
  • The home shall be new construction and over 1,200 square feet of living space in size.
  • The home shall be completed within 12 months of incentive application approval.
  • All projects are expected to comply with federal, state, and local codes.

Pocahontas County – $2,000 + Other Perks

A rural community located “in the middle of everywhere,” Pocahontas County is relaxed and accessible. Several cities within the county offer different perks for moving here. The city of Pocahontas provides a relocation incentive of $2,000 cash, a $500 gift card to Woods Supermarket, and a season pass to the Pocahontas pool. The city of Laurens offers new residents free Fiber internet for 3 months, a free chiropractic consultation, and a 6-month gym membership. 

If you move to Gilmore City, Havelock, Plover, Rolfe, Palmer, Varina, or Fonda, other perks are available. These include free movie tickets, “Chamber Bucks” that can be used in the city of Pocahontas, and a month of free internet. These residents will also be eligible for a Pocahontas State Bank-free checking setup, free checks, a safety deposit box, and $100.

Shelby County – $500 Credit on Closing Costs for a Home + 4 Memberships

Shelby County is in the heart of Western Iowa, in an area known as the “Breadbasket to the World.” It has a low cost of living, a growing economy, and an inviting community. Currently, new residents may be eligible for a $500 credit on closing costs for the purchase of a primary home and several memberships. These include one-year Harlan Country Club or Shelby County Golf Course, Wellness Center, Chamber of Commerce, and Lions Club Memberships.

Kansas

The Sunflower State has a lot to offer, including delicious BBQ, spacious farmland, and southern hospitality. At present, there are over a dozen communities in the state that will pay you to move there. Many are within the Northwest Kansas region, which provides $5,000 cash for relocation. In addition, counties within the region have their own perks, including Republic County, Decatur County, and many more. Here are a few of the most enticing and popular incentives.

Republic County – $8,000, State Income Tax Waiver + More!

Republic County is made up of many smaller rural communities. It is close to larger cities and has highly rated schools. This county offers many perks for moving here, notably $8,000 cash for relocation. They also provide a 100% Kansas state income tax waiver for 2026. Placing an emphasis on education, they provide up to $1,500 annually for 5 years to help pay off student loan debt. 

Residents with qualifying positions can receive up to $3,000 in Recruitment Incentive Dollars. In addition, up to $35,000 in Housing Incentive Dollars may be available for new builds. Other perks include a Property Tax Revate for new construction and rehab projects, free tours, and free admission to Courtland Arts Camp for kids.

Decatur County, in Northwest Kansas, is a lively community looking for new residents. They are currently offering a relocation package for remote workers that includes $5,000 cash and $2,000 of additional funding if eligible. 

Three months of free internet and $50 in Chamber Bucks to spend at local businesses are also being provided. Additional perks include a one-year pass to the Oberlin Family Swimming Pool and The Last Indian Raid Museum, as well as a subscription to The Northwestern Times.

With a population of less than 5,000 residents, Rooks County is located in North Central Kansas. There are 6 communities here, including Plainville, Stockton, Palco, Damar, Woodston, and Zurich. The unincorporated community of Codell is also situated within this county. It is recruiting remote workers and offering moving incentives of $5,000 cash and a 100% Kansas state income tax waiver for 2026. 

They also provide $1,500 per year for 5 years to help pay off student loan debt. Other perks include a one-year membership to a co-working space in Plainville, Rooks County Golf Course, and your local fitness center. For those with children in high school, they throw in 2 passes to the high school athletic team of your choice as well!

Hutchinson’s “Feel at Home in Hutch” program is encouraging homebuyers to settle down in the city. They provide a $5,000 homebuyer bonus for eligible buyers in this rural, quaint community. A year of free membership for the Individual Hutch Chamber and Flash Pass perks also come with the package. The city is currently looking to recruit remote workers.

  • Full-time employee or self-employed and able to relocate while retaining your current position or clients/portfolio.
  • Earn at least $50,000 annually.
  • Are 18 years or older.
  • Currently reside outside the State of Kansas.
  • Must relocate primary residence to Reno County, KS within 6 months.

Kentucky

The Bluegrass State gets its name from the flowing fields of bluegrass that are actually green but appear blue from afar. It nears the Ohio River and the Appalachian Mountains. Currently, a few cities offer new residents benefits through incentive programs.

Paducah – $2,500 Reimbursement + Internet

Paducah is located in McCracken County and is the largest city in the Jackson Purchase region. Twenty blocks in the city’s downtown area have been designated a historic district for the city. Notably, they will pay you $2,500 for moving expenses reimbursement. In addition, they also offer $70 a month for a year to cover internet expenses and a waiver of the City of Paducah’s 2% payroll tax for 12 months. Uniquely, to sweeten the deal, they provide tickets, training, memberships, and experiences to a variety of Paducah’s cultural and educational institutions.

Eligibility

  • Be 21 years old or older.
  • Be a U.S. citizen, lawful permanent resident, or have other credentials necessary to work in the United States.
  • Live at least 100 miles outside the limits of the City of Paducah at the time of application for the program.
  • Work full-time for a company in which all offices are located at least 100 miles outside the Paducah city limits.
  • Be able to perform a majority of their employment duties remotely.
  • Acquire primary residency in the City of Paducah within 3 months of acceptance into the Remote Workers Incentive Program.
  • Agree in writing to retain primary residence in the City of Paducah for at least one year beyond the initial 12-month program.
  • Not be a participant in any other publicly-funded program/initiative.

Red River Gorge – $5,000, Welcome Package + More!

Red River Gorge is well-known to rock climbers, and it’s becoming well-known by future Kentucky residents, too. This town is home to Natural Bridge State Park and 6 counties. These include the counties of Breathitt, Lee, Menifee, Morgan, Powell, and Wolfe. New residents will receive $5,000 cash for relocation and a $250 tailored welcome package. A $2,500 bonus for any remote worker who relocates with a spouse working locally in education or healthcare is also available.

Eligibility

  • Full-time employee or self-employed and able to relocate while retaining your current position or clients/portfolio.
  • Currently residing outside of Kentucky.
  • Must be a U.S. citizen eligible to work in the U.S.

  • Can relocate primary residence to Eastern Kentucky within 6 months.

Frankfort – $5,000 + Other Perks!

Frankfort is the capital of Kentucky and a great place to live if you’re a remote worker looking to move. This city offers $5,000 cash, a $50 distillery gift card, tours of the area, and a round of golf. New residents can also participate in a dinner with Downtown Frankfort Residents. This is a great opportunity for you to share a meal with and get to know your new neighbors!

Maryland

Maryland is filled with beautiful waterways and coastlines of the Chesapeake Bay and the Atlantic Ocean. It has a rich maritime history due to its seaport roots and is the birthplace of the National Anthem. At present, the state has one city offering a relocation incentive for homebuyers.

Baltimore – Up to $10,000, Below-Market Interest Rates When Buying a Home

Baltimore is a major city in Maryland. It’s the setting for the musical Hairspray, remains an important seaport, and the state’s most populous city. Currently, eligible homebuyers receive a below-market interest rate, free design advice, and no private mortgage insurance requirement. Income-eligible buyers may qualify for a grant of up to $10,000.

Eligibility

  • You must live in this home as your primary residence.
  • You must contribute 3% of the purchase price and renovation costs and may borrow up to 110% of the after-rehabilitation appraisal.
  • You may not own residential rental property. Individuals that have rental property as a result of inheritance or moving, can still use the program.
  • You must use M&T Bank, through the M&T Loan Officer assigned and officed at Healthy Neighborhoods.
  • Your mortgage amount cannot exceed $295,000.
  • Your property must be on a Healthy Neighborhoods target block.
  • May be used in addition to other incentives
  • All contractor construction contracts and rehab work will be monitored and approved by Healthy Neighborhoods.

Michigan

Michigan is home to The Great Lakes, and is known as “The Great Lakes State.” Its economic growth has resulted largely from the automotive industry, with recent growth in the tech and agriculture sectors.  Presently, a couple of areas in the state will pay you to move there.

Jackson – $25,000 in Down-Payment Assistance + More Perks!

Jackson’s 100 Homes Program has the goal of constructing 100 new houses in the city. They are offering $25,000 in assistance per home, and a possible $10,000 more for those eligible. Both current Jackson residents and newcomers are welcome to participate. Additional perks include a golf course and YMCA membership, free community events, and a breakfast with city leaders.

Eligibility

  • Are employed full-time or self-employed and able to relocate.
  • Earn at least $70,000 of Household income annually.
  • Household income must be at or below 120% of the Area Median Income (AMI).
  • Must occupy residence full time excluding lease or sublease.
  • Are 18 years or older.

Muskegon County – Tickets, Passes, Memberships and More Valued at $7,200

This area of Michigan is situated on its western coast and has no shortage of things to do. This moving incentive includes passes, tickets, and memberships to explore the city! These include passes to the Luge Adventure Park, tickets to the West Michigan Symphony, and beach parking passes. To make this deal even sweeter, you’ll get one free car detailing and a one-year membership to the Muskegon Museum of Art.

Eligibility

  • Full-time employee or self-employed and able to relocate while retaining your current position or clients/portfolio.
  • Currently reside outside of West Michigan.
  • Earn at least $65,000 annually.
  • Must secure primary residence (lease or mortgage) in Muskegon County.
  • Are 18 years or older.

Minnesota

Minnesota borders Canada and Lake Superior and is home to over 10,000 lakes. This has earned it the nickname “The Land of 10,000 Lakes.” Currently, two cities in the state are offering financial incentives for you to relocate there.

Bemidji – $4,000

Bemidji is located in Beltrami County in northern Minnesota. It is rich in Native American history and is the birthplace of Paul Bunyan. Their Remote Worker Relocation Program offers several incentives for relocating here. Six months of free internet, a one-year membership to a co-working space, and teleworking support are available. Additionally, those eligible receive free access to the Community Concierge Program and a one-year membership to the Chamber of Commerce.

Eligibility

  • Work remotely full-time for a company headquartered outside of the region.
  • Relocates from a distance of 60 miles or greater from the Bemidji area.
  • Becomes a full-time resident of the Bemidji area.
  • Performs the majority (95-100%) of their employment duties remotely.
  • Obtain internet service through Paul Bunyan Communications.
  • Complete the Greater Bemidji Remote Worker Grant application and provide an electronic signature attesting to the accuracy and completion of the application.

Halstad – Free Plot of Land

Halstad is located in Norman County and is a great place to explore the great outdoors in its many parks, trails, and lakes. Currently, the city will provide new residents with a free plot of land. This program includes a connection fee waiver for electrical, water, and sewer services. They also include tax abatement, with deferred special assessments for 2 years and a 5-year tax abatement of city taxes.

Eligibility

  • Any person or family with a head of household age 18 or older with an independent means of financial support who is either a resident or non-resident of Halstad. 
  • Only one free lot per eligible family.
  • Recipients must occupy the premises for 3 years after completion and keep applicable real estate taxes current during this period of time. At the time a lot is given to a party, a $10,000 value will be given to the lot.
  • All lot recipients will be responsible for preparing the lot for proper grading and drainage, according to city guidelines and Sunrise Addition Covenants
  • Speculation housing by special agreement.

Missouri

Poplar Bluff – $5,000
